The 7th Annual Reporting Conference

Bamyan with the history of 2000 years enriched with all the natural, cultural and historical heritage has evolved despite the raft onslaught brought upon it over the years. However, this land of outright catastrophic invasions has evinced a paragon of peace & harmony with hospitable people. The plummet of Taliban regime and the establishment of Afghan democratic government brought up the beacons of foregoing concatenation of opulence it had enjoyed before the wars. Since 2002 Bamyan’s democratic government and the international development agencies have been thriving to give bring about unprecedented development in all areas from the infrastructure to the cultural revival appeasing the social life & helping democratic development.
Each year Bamyan witnesses the Annual Reporting Conference with the 8 government sectors along with their relevant NGO partners/ stakeholders of Bamyan including:
1. Infrastructure
2. Agriculture
3. Education
4. Health
5. Governance
6. Security
7. Social Protection
8. Private Sectors 
presented the progress of their work to the provincial government, provincial council, parliamentarian members, CDC’s DDA, civil society and the journalists of Bamyan. This year the conference was organized for (3) days on December 20 – 22, 2011. 
The provincial governor of Bamyan Dr. Habiba Sarabi chaired the sessions on all the days. Addressing to the attendees the governor maintained that she was pleased of the attempts each individual makes for the better Bamyan. She thanked all the 8 government sectors together with their partner departments and NGO’s on sharing their progress illustrating the major success and challenges they had come across in the year. While the head of Provincial Council Mr. Shafaq asked the government, civil society and people to fairly measure if or not the sectors are doing what they had vowed to do. However, the members of Provincial Council needs further improvement to properly monitor and evaluate the efficiency and effectiveness of the projects by the sectors and recommending feasible approaches for the development by the sectors.
All the sectors in collaboration with the government non-government partners presented the success and the major challenges they had had in the year, then, they responded to the questions the audience asked them. All the sectors tried to satisfy the attendees with their answers. On the last day of the conference the governor thanked everyone for the participation making this yet another successful reporting conference.
This conference was held with the following outcomes:
·         The 7th annual conference with the participation of provincial governor, provincial council, civil society, CD’s, DDA’s and journalists
·         Giving awareness to the people of the work by all sectors 
·         Helping all realize whether the sectors are making the required progress or else
·         Share of future plans by the sectors; USAID plan of short-term scholarships with 1,50,000 USD funding for Bamyan students; UNDP having 8,00,000 – 9,00,000 USD for public awareness programs
·         Realizing lack of expertise and professional staff at almost all sectors; thus, adopting possible measures of integration and coordination amongst all the sectors
Recommendations:
·         For the better outcomes and sustainable development the government, provincial council and civil society shall have better coordination with the sectors to monitor and evaluate the progress of the work
·         All government departments shall have integration in terms of planning, share of budget and human resources for better outcomes of the projects; for instance, when Bamyan municipality prepares its yearly plans, it shall invite DAIL, NEPA and relevant NGO’s to share their expertise and resources which can avoid threat to the environment and help local economy
·         The provincial council shall present the progress of their work mainly centered on the monitoring and evaluation of the projects of the sectors
